Seventh Euro-Latin Study Network on Integration and Trade (ELSNIT) Trade and Regional Disparities

The Euro-Latin Network on Integration and Trade (ELSNIT) is now accepting proposals for papers examining the links between trade and regional disparities along the macroeconomic, microeconomic, and institutional-legal dimensions. The selected papers will be presented along invited contributions at the Seventh Annual ELSNIT Conference to be held at the Kiel Institute for the World Economy in Kiel, Germany, on October 23-24, 2009.
The deadline for submissions is April 30, 2009. The final selection of papers will be made by June 1, 2009. The final versions of the papers must be delivered by September 30, 2009.

Amo a Lula
En la mitad de la crisis económica, el gobierno de Brasil arremete con esta ofensiva artística que implicará un gasto gubernamental de 600 millones de reales (987 millones de pesos). Lula ha dicho que la crisis es una gripe que no lo dejará postrado en la cama. El presidente entonces se puso de pie y ordenó a su ministro, el señor Ferreira, sucesor de Gilberto Gil, el músico, regalar cultura a la clase obrera. Juca Ferreira hizo este anuncio con frases elocuentes: “Existe un apartheid cultural en este país donde muy pocos tienen acceso a la cultura”.
En Brasil, según, el ministro Ferreira, sólo una porción muy acotada de la población se beneficia de tener acceso a la cultura. Los brasileños que van al cine son el 14%. Y un 8% va al teatro o a los museos. La cultura –así como el dinero, pues se sabe que en Brasil alrededor de cinco mil familias concentran casi el 90% de la riqueza– parece estar en manos de una ínfima elite. Por todo esto Lula se arremangó la camisa y propuso este proyecto que se llama Bolsa Cultura y que representaría una revolución en el área.

This programme is targeted to confirmed writers and artists who will be selected by a board of examiners on the basis of a project they would like to develop in Paris during their stay. This project can be carried out at the invitation of a Paris art institution within the framework of a programme of cultural cooperation or as a personal artistic research approach.
The winners are hosted in one of the 6 studios, for a 3 or 6 months period. At the end of their stay, the artists must write a report on their stay.
PROFILE OF APPLICANTS
At least 5 years professional experience.
Proof of a participation in international festivals of performing arts (theatre, dance), a participation in important international artistic events (biennial contemporary art festivals, exhibitions in international museums), or publication of scripts.
DISCIPLINE Visual arts, performing arts, literature.
LENGTH OF STAY
3 months. The board of examiners can exceptionally decide in favour of a longer stay for a specific project (notified by a schedule).
CONDITIONS OF STAY
Winners will be accommodated in a studio put at their disposal by the City of Paris at the Récollets International Exchange and Accommodation Centre; 150-154 rue du Faubourg Saint Martin – 75010 Paris. The Department of Cultural Affairs will help the selected artists to make the necessary steps in Paris and foster contacts with Paris cultural institutions.
AID TO PROJECTS
A 1500 € monthly allowance is allocated by the Ministry of Foreign and European Affairs to support the artists’ projects, and an insurance in case of illness during the stay.
ROUND-TRIP TICKETS
Travel costs remain at the expense of the artist. However it will be possible for the artists to make a request to the cultural services department of French Embassies in their respective countries.

El Obruni
De vez en cuando me encuentro con un ghanés en Estados Unidos y siempre termino soltándole una u otra palabra de las cinco de twi que me acuerdo. “Amigo”, por ejemplo, o quizá “gracias”, y el ghanés emigrante se ríe de mi acento, me abraza y me pregunta si me gustó su país. “Por supuesto, madamfo”, le respondo; “Madasepa”, él contesta, y así acaba nuestra conversación en su idioma natal. Luego pasamos al inglés y, si está con ganas, compartimos recuerdos de Accra, de Legon, del Lago Volta, o incluso de los pueblos esparcidos por el norte árido, y durante esta etapa de la conversa entiendo que me corresponde guardar silencio, dejar que el extranjero hable de su tierra sin ser interrumpido.
“Gracias, amigo”, me dice en twi cuando nos despedimos, aunque en realidad soy yo el que le debo las gracias. Siempre disfruto de estos nacionalismos a la distancia. Sea el país que mencionen, me recuerda mi niñez y las conversaciones de mis padres y sus amigos sobre el Perú.
